A PR must form an eligible family nucleus to qualify, and the flat must be purchased on the open resale market. Additionally, both the Singapore PR applicant and the co-applicant must have held PR status for at least three years at the time of application.

This three-year rule is often misunderstood. It applies to the main applicant and all essential occupiers who are listed as PRs. If any essential occupier has held PR status for less than three years, the application will not qualify.

A PR buyer must fall within the applicable ethnic proportion for the block and neighborhood where the flat is located. If an ethnic group has already reached its proportion limit in a particular block, buyers from that ethnic group—whether citizen or PR—cannot purchase a flat there.

One of the most practically important differences is HDB loan eligibility. PRs cannot take an HDB concessionary loan. This means PR buyers must secure a bank loan to finance their HDB resale flat purchase. Bank loan interest rates and Loan-to-Value (LTV) limits are governed by Monetary Authority of Singapore (MAS) regulations and differ from HDB loan terms.


Additionally, PRs who own an HDB resale flat and subsequently obtain Singapore Citizenship are required to dispose of any private residential property they own within a stipulated period, as HDB flat owners are generally not permitted to concurrently own private residential property in Singapore.


What Are the Steps to Buy an HDB Resale Flat as a Singapore PR?


Step 1: Verify eligibility. 


Confirm that you and your co-applicant meet all HDB eligibility conditions—PR status of at least three years, a valid family nucleus, and compliance with EIP and SPR quota for the flat you are considering.


Step 2: Obtain an HDB Flat Eligibility (HFE) letter. 


From May 2023, HDB requires all buyers to obtain an HFE letter before engaging a seller or submitting a resale application. The HFE letter confirms your eligibility to buy, your CPF usage limits, and the housing grants you are entitled to (if any). Applications are made through the HDB Resale Portal using your Singpass.


Step 3: Search for a flat and make an offer. 


Once you have your HFE letter, you can begin viewing flats and making offers. When both parties agree on a price, the seller grants you an Option to Purchase (OTP).


Step 4: Exercise the OTP and register the resale application. 


You have up to 21 calendar days to decide whether to exercise the OTP. Once exercised, both buyer and seller submit the resale application through the HDB Resale Portal within seven days.


Step 5: Attend the HDB appointment and complete the transaction. 


HDB will arrange an appointment to review the application and guide you through the completion of the sale. This is typically the final step before ownership is transferred.

Can a Singapore PR buy an HDB resale flat alone, without a co-applicant?


No. A single PR cannot purchase an HDB resale flat without forming a valid family nucleus with at least one other eligible co-applicant who is a Singapore Citizen or PR.


Can a PR use CPF funds to pay for an HDB resale flat?


Yes. PRs can use their CPF Ordinary Account savings to pay for an HDB resale flat, subject to CPF usage limits and withdrawal rules. The Accrued Interest must be refunded to CPF upon the eventual sale of the flat.


Are Singapore PRs eligible for any HDB housing grants when buying a resale flat?
